Guides are available to  help disabled people fill out the census, and different accessible  versions are also available. <br> Why  is it so important to make sure you and your family\/household are  counted? The government uses information from the census results to  decide how resources get distributed. This includes funding for programs  essential to the disability community (and other at-risk communities),  like housing, healthcare, education, and transportation. It&#8217;s critical  that Massachusetts and its disabled residents are fully represented. The census aims to count every person living in the United States regardless of citizenship status. This year\u2019s census will serve as America\u2019s 24th census and will count every person living in the United States as of April 1st, 2020 (Census Day). <\/p>\n\n\n\n<p><em><strong>Everyone Must Complete the 2020 Census!<\/strong><\/em>  If you live in the United States, you are required by law to participate in the 2020 count, even if you recently completed another survey from the Census Bureau. It&#8217;s also mandated by the Constitution: The United States has counted its population every 10 years since 1790. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"how-do-you-respond-to-the-census--\">How Do You Respond to the Census?  <\/h2>\n\n\n\n<p>You will be able to respond online, by phone or by mail. If you forget or fail to respond, then someone will come out to your home to ask the census questions in person.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"what-information-is-collected\">What Information is Collected?<\/h2>\n\n\n\n<p>Next year\u2019s census will collect the following information: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li> Age<\/li><li>Hispanic  origin<\/li><li>Race<\/li><li>Sex<\/li><li>The number  of individuals  living in a  household<\/li><li>If the household  owns or rents the property<\/li><li><strong>NOT CITIZENSHIP  INFORMATION  <\/strong><\/li><li><strong>NOT DISABILITY INFORMATION<\/strong><\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"how-is-the-census-information-used\">How is the Census Information Used?<\/h2>\n\n\n\n<p>Nationally:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li> Figure out how more than $675 billion in federal government resources will be distributed<\/li><li>Allocate seats in the United Sates House of Representatives<\/li><li>Draw the appropriate boundaries for congressional districts, state legislative districts, school districts, and voting precincts <\/li><\/ul>\n\n\n\n<p>In Massachusetts, census information will determine federal funding for the next 10 years of things like:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Public health programs and services<\/li><li>Planning of public transportation improvements<\/li><li>Education grants<\/li><li>Designing facilities for people with disabilities, the elderly, and children <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"the-census-and-people-with-disabilities\">The Census and People with Disabilities<\/h2>\n\n\n\n<p>People with disabilities make up 22% of the American public, yet they traditionally have been among the <em>most under-counted populations<\/em>.    Disability is not only its own category, it is also a subset found  within every social, economic, and racial demographic in the United  States.   <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"reasons-why-people-with-disabilities-will-participate-in-the-2020-census-\">Reasons Why People with Disabilities WILL Participate in the 2020 Census <\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li> Surveys are conducted in partnership with a trusted community group, advocacy organization, or person they already know.<\/li><li>Completing the survey in a place where they are comfortable, such as an independent living center.<\/li><li>Having someone they trust with them when they are completing the census on a computer or by smartphone.<\/li><li>Understanding how important completing the census is.<\/li><li>Having access to web-based information in accessible formats or census information in plain language <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"accessibility-for-the-2020-census-\">Accessibility for the 2020 Census <\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li> Online videos and webcasts with closed or open captioning will be available.  <\/li><li> Large print and braille paper questionnaires are available. <\/li><li> The Census Bureau\u2019s call centers will utilize Telephone Device for the Deaf (TDD) technology and their telephone number will be included on the postcards mailed to every household. <\/li><li> Along with the actual questionnaires, outreach efforts will be fully  accessible.  Households can request a visit from a census taker who uses  American Sign Language. <\/li><li> The internet questionnaire will also be accessible to individuals with disabilities. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"asl-video-guide-to-completing-the-census-online\">ASL Video Guide to Completing the Census Online<\/h3>\n\n\n\n<p>Visit <a href=\"https:\/\/www.census.gov\/library\/video\/2020\/asl-2020-census-video-guide.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Census.gov (opens in a new tab)\">Census.gov<\/a> for an American Sign Language video with English voice-over and captions to introduce you to the 2020 Census, present a quick overview of the online  questionnaire, and help answer the questions. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"possible-reasons-why-people-with-disabilities-do-not-participate-in-the-census\">Possible Reasons Why People with Disabilities Do Not Participate in the Census<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>They have never been asked<\/li><li>They believe that the census will not have an impact on their life<\/li><li>They don\u2019t feel comfortable sharing personal information<\/li><li>They are worried that the information will be used against them <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"2020-census-timeline\">2020 Census Timeline<\/h2>\n\n\n\n<p>Visit <a rel=\"noreferrer noopener\" aria-label=\"2020census.gov\/en\/news-events\/operational-adjustments-covid-19.html (opens in a new tab)\" href=\"https:\/\/2020census.gov\/en\/news-events\/operational-adjustments-covid-19.html\" target=\"_blank\">2020census.gov\/en\/news-events\/operational-adjustments-covid-19.html<\/a><a href=\"https:\/\/2020census.gov\/en\/news-events\/operational-adjustments-covid-19.html\">  <\/a>for the latest dates.  <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"confidentiality\">Confidentiality<\/h2>\n\n\n\n<p>Several laws exist to protect an individual\u2019s information after completing the Census, including Title 13.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li> Data collected for the census is used for statistical purposes ONLY. It is illegal to use this data for any nonstatistical purpose, such as immigration regulation.<\/li><li>Census workers are sworn to secrecy under the threat of criminal punishment. It is illegal for anyone BUT census workers to see someone\u2019s census information. <\/li><li> It is illegal for the US Census to disclose individual census responses that will in any way allow someone to be identified. <\/li><li>It is illegal for the US Census to share individual responses with other government agencies.<\/li><li>It is illegal for the Census Bureau or any other government agency to use the census information provided against the person who provided it.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"non-english-language-support\">Non-English Language Support<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>The Census Bureau\u2019s telephone call centers will answer questions and accept responses in English and in 12 other languages: Spanish, Chinese, Vietnamese, Korean, Russian, Arabic, Tagalog, Polish, French, Haitian Creole, Portuguese, and Japanese.<\/li><li>Bilingual mailing materials and questionnaires will be sent to addresses in identified bilingual communities.<\/li><li>Mailings will include instructions on how to respond via Internet or phone in 12 non-English languages.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"translated-guides\">Translated Guides<\/h3>\n\n\n\n<p>The census has been translated to over 50 languages, and is available in Braille and Large Print. Please contact us if you cannot locate a needed Braille or Large Print version.  <\/p>\n\n\n\n<p>An<strong> ASL guide<\/strong> is also online at <a rel=\"noreferrer noopener\" aria-label=\"www.census.gov\/library\/video (opens in a new tab)\" href=\"https:\/\/www.census.gov\/library\/video\/2020\/asl-2020-census-video-guide.html\" target=\"_blank\">www.census.gov\/library\/video<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"counting-other-groups\">Counting Other Groups<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"group-living-arrangements\">Group Living Arrangements<\/h3>\n\n\n\n<p><strong>The Census will use a special process to count people in group living arrangements, such as:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nursing Facilities<\/li><li>Group Homes<\/li><li>Residential Treatment Centers<\/li><li>Special Education Residential Schools<\/li><li>College\/University Student Housing<\/li><li>Prisons<\/li><li>Military Barracks<\/li><li>Shelters for People Experiencing Homelessness<\/li><\/ul>\n\n\n\n<p><strong>Points to Remember:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>People in group living arrangments will be counted through a process known as the Group Quarters (GQ) Operations.<\/li><li> Census staff will work with GQ housing administrators to set an agreed-upon date, time, and preferred method of enumeration with housing administrators.<\/li><li> The bureau <strong>will not <\/strong>directly invite individuals living in GQ facilities to self-respond.  <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"counting-people-experiencing-homelessness\">Counting People Experiencing Homelessness<\/h3>\n\n\n\n<p>The Census Bureau also has\nspecial processes in place for counting people who may be experiencing\nhomelessness and who are staying or receiving assistance at service-based\nlocations such as emergency and transitional shelters, soup kitchens, regularly\nscheduled mobile food van stops, and pre-identified non-sheltered outdoor\nlocations.<\/p>\n\n\n\n<p><strong>The\nCensus Bureau will devote three days to counting people who are experiencing\nhomelessness across the country, with checks in place to ensure that people are\nnot counted more than once. <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li> March 30, 2020: Count people who are in shelters <\/li><li> March 31, 2020: Count people at soup kitchens and mobile food vans <\/li><li> April 1, 2020: Count people in non-sheltered, outdoor locations, such as tent encampments and on the streets. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"resources\">Resources<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Response Rates &#8211;
